I shall take the liberty of stating a few facts for your Excellency’s consideration. His Excellency General Washington’s letter of recommendation wil be handed you in Council. The reason of my Health being so impaired as stated therein, was a severe wound which I had just received by a Ball through my right shoulder, which wound is still very troublesome to me, and in a great measure occasioned my making the present application. The same Character I supported in the Field, I have supported in private life.
