The high respect due to your Excellencys exalted Station, should have curbed me from from taking the liberty of Obtruding on your time were it not on a subject which I conceive, you to be the only person whom I can address which with the greatest respect and deference, I beg leave to lay before your Excellency.

A Great Number of the Inhabitants of the principality of North Wales, feeling them selves greatly distressed, as well from the over populacy of the Country as the prodigious Weight of Taxes &ce, are very desirous of emigrating to North America: But as I conceive an undertaking of such a Nature with the Concurrence of the Legislature of America would be both improper and hazardous, I think it my duty to acquaint your Excellency, of Our Intentions, at the Same time I humbly to Sollicit your protection. Should your Excellency conceive an undertaking of this kind, worthy of such Encouragement as an Infant State of a Colony my require, I beg leave to Assure your Excellency, that I and other men of property and Opulence, will engage to take to America a Colony of at Least a Thousand People, which shall consist of Artificers of different sorts, but mostly Wool (or coarse Woolen Cloth) Manifacturers, it being, our Intention to Establish a Manifactury of that sort there.

I am aware that your Excellency can pay but little attention to an Application from a person totally unknown to you; If so I request that I may be permitted to have the honor of waiting on you in Paris in order to deliver such Credentials to your Excellency I trust will evince you, not only of the Sincerity of my intentions, but my Ability of executing them. I have the honor to be with every Acknowledgment of respect to your distinguished Character Your most devoted Humble Servant
