Dear Sir,

You have an undoubted Right to the Communication of every Thing that regards the American Constitution of Government; I therefore send you the enclos’d Copy of the propos’d new Federal Constitution as form’d and agreed to by the late Convention of the States in this City after four Months close Discussion. The Congress have sent Copies of it to the Legislatures of the several States, to be by them submitted to the Consideration of Conventions in each State for Approbation; and by what we hitherto hear, it seems likely to be generally adopted. With great Respect, I am, Sir, Your most obedient and most humble Servant
