Tousard having served two Campaigns in the Army of the United States of America, with great Zeal and Ability, and his Services being well approved by the Government there of which he has authentic Testimonials, I am of Opinion that any Favour confer’d on him here upon that Account will be extreamly agreable to Congress.   at Passy this 22.
