Hon’d Sir,

It may appear presumptious in me to address you, but the importance of the subject I hope Sir, will answer as an apology: I know you to be a lover of the sciences, and to be ever happy in an opportunity of giving encouragement to them, and therefore have taken the liberty of sending you a Memoire which I have just received from Mr. Quesney, who wished it translated into English to make his institution more generally known. If therefore sir, it should meet with your approbation, and any one will undertake to translate it, and pay himself out of the profits, I think it will be a service to the Country, and you will receive sir many thanks from the President of the American Academy of Arts and Sciences, as also from your obedient humble servant
