From William Smallwood (unpublished)
Annapolis, 21st February, 1786.
Sir,

I have the Honor of transmitting the enclosed Resolution of the General Assembly of Maryland appointing Commissioners for this State to meet Commissioners from the States of Pennsylvania and Delaware for the purposes therein expressed.

The great Importance of the Objects in view, and the general utility of promoting the Commerce and mutual convenience of the said States must be obvious, and I flatter myself will not only meet the approbation and concurrence, but merit the earliest attention of the Legislature of your State. I have the Honor to be with great respect your Excellency’s most obedient Servant,

W. Smallwood.

Directed, His Excellency, The President of Pennsylvania.
