A second Bill drawn by Congress July 19 1780 On Mr Jay for four dollars being remitted to me by their Board of Admiralty, for the Purpose of Supplying Docks and Ship handling, and the Acceptation being refus’d by Mr. Jay, on Account of its wanting the Formality of Mr. Lauren’s Indorsement, which cannot now be easily obtain’d; and Mr. Benjamin Franklin having agreed to pay the same to me in Behalf of Mr. Jay for promoting the Service, in doing which he has the Approbation of Col. John Laurens, Son of the said Henry, as appears by the Letter of the said Col. Laurens to me dated the 20th Inst. I do hereby transfer the said Bill to the said Benjamin Franklin. Witness my hand at Nantes, this [blank] Day of [blank] 1781. Accepted April 20. 1781 in Behalf of Mr. Jay.
