Sir

I beg permission to lay before your Excellency and the Honourable the Council the inclose application from Mr. George Meade.

Some considerable time ago, a similar request was made by one in behalf of a person whose Estate had been forfeited, and as it was a matter of considerable importance to give an official Certificate which was to be used at the British Court, I requested the direction of the President and Council. His Excellency Mr. Dickinson informed me that Council were of opinion that it would be highly improper to give any Certificate in that or such like cases. I have therefore uniformly rejected all such applications since, but for the reasons stated in the inclosed I have laid it before your Honourable Board, And with due respect wait their directions. I have the Honor to be Sir, Your Excellencys most obedient very humble Servant
