Mr. Dumas, agreeable to the Request of the Envoy extraordinary of his Swedish Majesty at the Hague, has transmitted to me a Note he received from that Minister, which I have nor the Honor of communicating to your Excellency, in order that such Measures may be taken on the subject as Circumstances and the Laws of Nations my dictate. With great respect and Consideration, I have the Honor to be, your Excellency’s Most obedient and humble Servant,
