Inclosed I have the Honor of transmitting your Excellency the Deposition of William Morris against William Clelone, charged with stealing a Horse and saddle the property of William Morris and David McMeehan of Baltimore, upon which charge he was apprehended and committed to Jail in Philadelphia by Plunket Fleson Esqr.

As the Offence was committed in this State, and the said Clelone is charged with, and suspected of committing other crimes and misdemeanors here on behalf of the State I must request that your Excellency will order him to be delivered up to the Bearer Samuel Swan who is authorized after he arrives within this State, to call for such Aid as may be necessary to secure and bring him to Baltimore for Trial upon the said Charges. Your Excellency will therefore be pleased to Authorize and empower him to call for such aid in your State as may be necessary to secure him a safe Conduct with the Cfiminal to the Borders of Maryland.
