Wibert, Lieutenant-Colonel in the service of the United States, passage on the vessel which will carry M. the Chevalier de la Luzerne to America. Monsieur Franklin will doubtless remember that M. Adams, during his stay here, gave very complimentary testimonies on several occasions about M. Wibert. This officer was captured, weapons in hand, at Fort Washington, and from then until the beginning of this year he was a prisoner of the English, who treated him with all possible severity, given that he was French and captured while in the service of the Americans. Finally Monsieur Franklin will remember that he himself advised M. Wibert to return to America in order to be paid his salary, of which he has not received a sol in more than three years, since the time that he was taken prisoner by the English, etc.
