I have been engaged in a long statement for the Committee of Ways and Means, and the time of the sitting of the house being short, the proceedings and report of the Committee delayed therefore, and urged by them, I have not beofre been able to aly before your Honble Board the report which I have now the honor to inclose with the papers referred.
