I do hereby certify whom it may concern, that Mr. Robert Harris, First Lieutenant of the Continental Ship the Reprisal, (Capt. Wyckes) in which I went to France in 1776, was understood to be a very good Officer, and as such was much esteemed by the Captain, his Conduct on all Occasions being unexceptionable. Given at Philadelphia this twenty-third Day of May 1789, under my hand.
