Dear Sir

I do not learn that there is any Intention of establishing a Navy Board by Congress, and should suppose it rather unlikely, as they have no Navy, and probably in their present Want of Money will not think of raising one till oblig’d by a War. But if such a Board is really intended, I should not hesitate a Moment to certify to the President my Opinion of your possessing all the Ability and Integrity that would render you a valuable Member of it.
