The inclosed paper I received a few days ago from Mr. Denny your Excellency will no doubt recollect Mr Dennys having Adressd you on the Same Subject last Summer or Autumn.

I have but little doubt in my mind of the Justice of his claim, and am sorry to say that I discovered evident marks of partiallity, as I though, in what was said to be Genl Knoxs opinion on this Subject: but as the last Sentence is of a delicate Nature I wish not to be posative. It may be of little consequence to the Army wheather Mr. Spears or Mr. Denny succeed to the rank of Lieutnt for I remmember Gen Harmer recommended them both (See his letter) but surely both the Honor and Justice of goverment are concearned in doing right to every individual and especially to the Gentlemen of the Army whos feelings are Generally much engaged.

Those who may privately wish, or by influence contribute to an appointment on principles differing from the rules of right may rejoice of their Success, but at the same time will dispise the Goverment that, either from want of Wisdom, Virtue or attention, would make it.
