My dear Billy

Mr Joseph Hill Jennings came from England about three Years ago in order to embark on board one of Commr Gillons Frigates in quality of Secretary for America having a considerable property by inheritance in So Carolina, the Commodors plan not succeeding he has since remained here & has been about 12 Months in my Counting house. He is now bound to Spain, where he has already been for 8 Years before the War. As I consider him a very honest man & faithfull to us I wish to procure him a Passport so as he may not be confound’d with the English in Exile in that Country. If therefore it is consistent please to send me down a Passport for him allant en Espagne and I shall be much obliged to you.

I shall also give him a Letter to Mr Jay. I am in haste Yours affecty
