Sir

On the 6th. instant I sat out for New York taking with me the Accounts of Penna. in the several existing requisitions of Congress, together with the Vouchers in support thereof, and the day following rendered them to the Comptroller of the Treasury of the United States for settlement, from that time untill I left New York they have been under examination, and altho my presence there will again be necessary before they shall finally be adjusted by the Comptroller, Auditor & Clerks of Accounts, I considered that they were got into such situation as that they might be proceeded upon for some time without me, and the necessity of being here induced me to return. In these Offices I found a disposition to scrutinize most narrowly into the Accounts and Vouchers, with which disposition I was well pleased and they also manifested a desire to expedite and facilitate the settlement. One material difficulty occured in the statement of the Account for the requisition of April 1784, they gave me verbally their objections, and filed my reasons in support of the Account as I had Stated it. These reasons did not fully obviate their difficulty, and the matter was by me laid before Congress, and is now under their consideration, and I hope will be equitably determined by the time the examination of the Accounts shall be completed.

I do myself the Honor to lay before Council copies of the principal papers respecting these Accounts. Paper N 1. is a general Abstract of the Accounts of Penna. in the Existing requisitions of Congress. N 2. is the Account of Penna. with the United states in the requisitions of September 1782. N. 3. ditto in the requisition of April 1784. N 4. ditto in the requisition of Septem. 1785. N 5. the reasons filed with the Account of Penna. in the requisition of April 1784. N 6. the letter to the Delegates of Penna. in which were also inclosed copies of N 1. 2. 3. 4 & 5.
