Philadelphia, Mar. 6. 1787
Sir,

I received in their time the Letters your Excellency did me the honor of writing to me with respect to the suit concerning the Brigantine Susanna. They were immediately laid before our Legislature; and Enquiries being made to find in what Court and in what State the Action might be, I postponed answering from time to time till Information could be obtained. Hitherto we have not been able to learn that such an Action exists in this State. But I will not longer delay assuring your Excellency of the good Disposition of this Government towards the State over which you so worthily preside, and that nothing will be done here which can possibly be avoided, that may have the smallest Tendency to lessen the good Understanding which ought to be maintained among all the States of the Union. With the greatest Respect I have the honor to be, Sir, Your Excellency’s most obedient and most humble Servant
