I have the honor of transmitting to Your Excellency herewith enclosed, an act of the United States in Congress Assembled, bringing again to your view the enclosed resolutions of 30th April 1784, and recommending to the Legislature of your state so far to amend their act as to vest the powers therein contained for the term of 15 Years from the day on which Congress shall begin to exercise the same, with the greatest respect I have the honor to be Your Excellency’s Most Obedient and Most humble servant
