From Richard Wells (unpublished)
Philada: August 29th 1789.

R Wells presents his best Respects to Dr. Franklin and takes the Liberty of suggesting something of the Substance of what he beleives would give general Satisfaction. As it is well known to the present Inhabitants of this City, how much they are indebted to Dr. Franklin for the first Idea, as well as Execution of the Plan of a public Library; R Wells is very certain it would be the general Wish to perpetuate a grateful Remembrance of it.
