Richmond 26th: November 1789
Sir,

About three years ago, I had the Honor to apply to the Governor and Council, on behalf of Doctor Franklin, for payment of printing Tipes, Presses, and other Materials, supplied the State by his Attorney, during the War. I was then directed by the late Governor, to desire the Doctor to put a Value on them, as the Council was satisfied the Goods had been received for the Public Use.

I have now the Honor of transmitting to your Excellency a Letter from the Doctor on that Subject: His long ill health has been the Occasion of the delay; and I am perswaded the very moderate Aspect of this Claim, the long time that has elapsed since the Goods were furnished, and the known Candour of the Claimant, will induce the Honorable Council to do him Justice, without longer delay.

I have ventured on the blank leaf of the Doctor’s Letter, to state the View in which the Claim Strikes me; this is merely to place the Subject of deliberation before the Honorable Board, if I have erred in this, it is unknown to Doctor Franklin. I am with great respect Your Excellency’s most Obedient Humble Servant
