The sum directed to be paid in account of Mr. Holker is in part of clothing purchasd here for our troops, thanks to the bad management in Holland. N. B. There was no bad management in France, where many millions advanced to Dr. Franklin from year to year did not furnish in three years a single Uniform to the Army.

Vauban computes that France containd upwards of 627 men in a square league of 2282 toises, but he found in Brittany, Picardie Artois and Normandy he found 700. M. de la Michaudiere found in the generality of Rouen 1258 in a league square of 2400 toises, in that of lyons 866 and in that of Auvergne 640, according to M. le Vauban France, exclusive of Lorrain, contains 24 Millions. The Abbé Expilly computes 21 or 22 Millions in the whole. The Farmers general calculate upon 18 Millions consumers of tobacco See Chaklut de la felicité publique tom. 11. p 134
