Dear Sir,

Profiting of the Permission your Excellency has been pleased to give me, I beg leave to present you Mr George Fox of Philada, my particular Friend, & who is every way a worthy Member of our confederated States. He has resided some time in France & his Behavior has been such as to gain him universal Esteem. He will no doubt conduct himself equally well in Holland, where he purposes passing the Winter. I earnestly recommend him to your Excellency’s Civilities & request for him your Counsel, if at any Time he should need of it, being well persuaded you will find him deserving.
