Philadelphia Jail 22d. June 1789.

An unfortunate man begs Permission to address your Excellency upon a very Delicate subject, the effects of which is Accutely painfull to himself, and Distressing to his Impoverish’d family.

Flattered with the Presumption of having heretofore served your Excellency with some degree of Repute—from thence is Induced to implore your Interference in his behalf.

Having lately presented to his Excellency Thos. Mifflin Esqr. President of the supreme Executive Council, a Petition, or Memorial representing my Unhappy, distress’d Situation, and his Excellency has been pleased to signify a willingness to Recommend it to the Honorable this Executive Council If I could procure any Conspicuous Character to Subscribe the same—which I herewith Annex. Should your Excellency, upon perusal thereof, be pleased to Recommend it to the Honorable Council, it will undoubtedly tend to the liberation of a poor Distress’d, Emaciated Object, who probably will otherwise soon find Relief in the Arms of Death. Your Excellencys Compliance will forever Oblige his most Obedient and most Humble Servant
