Permit me to present Your Excellency with the inclosed description of my late Achievements.

As I have had the good fortune to serve this ungratefull Country Sixteen Years. And having Arriv’d at the honor of gaining the Kings Bench as a recompense and a Government discharge for the Monies I’ve expended on its Services.

I am happy to console myself at this moment with the pleasing hope that Offering My Talents and Service for the Interest and Welfare of the United States of America, Your Excellency’s Attachment will be found too sincere to refuse me Your Excellencys protection, and Countenance the Zealous design I have form’d to consign the rest of my life to the Service of America. And of proving myself, Your Excellencys Most Obedient and Most Humble Servant
