French consul in the United States. Spent several years in England and in the French and British colonies. Returned to France in 1773. Recommended to Vergennes by his relative, the chevalier de La Luzerne (1776). Sent several memoranda on American affairs to Vergennes, who eventually sent him to Philadelphia as an unofficial observer (1777). In 1778, he was appointed French consul at Baltimore, a position he held until 1793. Remained in the United States and spent the last years of his life in New Orleans.
