Maryland planter and politician.

Member of the Maryland provincial council (1777). Maryland governor, (1779-83). Served in the Continental Congress (1783-84). Became Maryland governor again (1792).

Retired from public service (1794).

Born in Prince George’s County, Maryland. Married Mary Digges in 1771.
