Practiced law in New Castle. Delegate to Delaware Constitutional Convention (1776). Member of Delaware legislature (1776-83) and Continental Congress (1777-82). President (governor) of Delaware (1783-86).

Son of Nicholas Van Dyke of New Castle County, Delaware. Married Elizabeth Nixon in 1766; one son. Married Charlotte Standley in 1774; had issue.
