Maryland public official.

Sheriff of Kent County, Maryland (1774-76). Paymaster of a Maryland militia regiment (1777). Member of the Maryland Assembly and Council of Safety (1777). Judge of the Kent County Court of Appeals (1778). Member of the U.S. Board of Treasury (1779). Was the object of a Congressional investigation for obstructionism (1780); resigned when the Treasury Department was reorganized (1781). Moved to Natchez, Mississippi (c. 1789), where he established a tobacco plantation.

Son of Joseph Forman of Monmouth County, New Jersey. Married (1) Augustine Marsh. Married (2) Margaret Neilson. Had issue by both marriages.
