Began the practice of law in York County, Pennsylvania (1769). Rose to prominence soon afterward.

During the American Revolution he rose to the rank of lieutenant colonel and commanded troops at Branywine and Germantown.

Served in the United States Congress (1789- 1800).

Born at Colebrookdale Township, Berks County, Pennsylvania. Married Catherine Holtzinger.
