Graduated in medicine at Edinburgh (1752). Practiced in Montgomery County, Pennsylvania. In 1757, following the resignation of his twin brother Thomas Moore, he was appointed clerk of the Pennsylvania Assembly, an office he held until 1776.

Younger brother of the physician and public official, Samuel Preston Moore. Married his first cousin, Milcah Martha Hill, the sister of Samuel Preston’s wife, Hannah Hill.
