Appointed cashier of the Office of Finance (1781). Became receiver of federal taxes for Philadelphia (1782). Became junior partner in the firm of Willing and Morris (1783).

Served in the United States House of Representatives from 1795 until his death in the yellow fever epidemic of 1798.
