Son of William Penn.

Inherited half of his father’s proprietorship, which, on his death, he bequeathed to his brother Thomas. Lived most of his life in England, visiting Pennsylvania once (1734-35).

Franklin, with other founders of the Library Company, wrote to Penn to secure his assistance in its establishment.

Born in Philadelphia. Died unmarried.
