Pennsylvania merchant and legislator.
Trained as a merchant. Commanded battalion of Northampton Associators (1777-78). Served on the Pennsylvania Supreme Executive Council (1783-86). Delegate to the Pennsylvania convention to ratify the U.S. Constitution (1787). Served in the Pennsylvania General Assembly (1788-90) and House of Representatives (1794-97). Federal tax collector for the second district of Pennsylvania (1797).
Son of Paul and Maria Magdalena (Watring) Balliet of Northampton County, Pennsylvania. Married Magdalena Burkhalter; three children.
