Merchant of London.
Born in Philadelphia. Son of prominent Quaker mercantile family. Lived in London from 1775. Offered to carry letters or messages from France to England in 1777; Franklin declined. Suspected of Loyalist sympathies. Traveled to New York in 1778-79 but was unable to visit his family in Philadelphia for political reasons. Fisher’s brothers Thomas, Samuel Rowland, and Miers were later arrested as Loyalists.
