Brought into the Foreign Office of the Post Office by his uncle Anthony Todd, secretary of the Post Office (1765). Secretary to the British embassy at the Hague (1773-80). Under- secretary-of-state to Lord Grantham (1782-83). Secretary to the British embassy in Paris (1783); charged with negotiating the establishment of postal service with the independent United States.
