Unsuccessfully sought to develop Hallowell, Maine, as a regional center of shipping and commerce. Later settled in Hallowell as an agent of the local proprietors.

Son of Samuel and Sarah (Hallowell) Vaughan; brother of Benjamin, John, Samuel Jr., and William Vaughan. Married Frances W. Apthorp (1790); four children.
