Son of David and Elizabeth (Packer) Hartley of Bath. Half-brother of Franklin’s friend David Hartley. Educated at Christ Church College, Oxford, and Lincoln’s Inn. Married (1) Mary; no issue. Married (2) Anne Blackwell (1787); one son.
