A partner, with Robert Morris, in the firm of Willing, Morris & Company. Mayor of Philadelphia (1763). Member of the Pennsylvania Assembly (1764-67). Member of the Continental Congress (1775). Longtime president of the Bank of North America (beginning in 1781).

Born in Philadelphia. Married in 1763 to Anne McCall; thirteen children.
