By his own account, was a former premier commis des finances for the province of Zeeland. Was sent to London to negotiate a peace settlement between England and the Netherlands (1782).
Sent the American Peace Commissioners a verbose memorandum outlining his previous experiences and misfortunes, and expressing his desire to settle in America with his family (1783).
In hopes of obtaining a recommendation, he sent Benjamin Franklin, John Adams and Henry Laurens, an outline of the financial code he proposed to offer to the United States.
