Pennsylvania assemblyman (1760-61). Justice of the peace (1764). Delegate to the provincial conferences (1774, 1775). Militia officer. Member of Continental Congress (1779-83). Associate judge (1764-77, 1791- 1816) and president judge (1777-89) of the Bucks County courts. Justice of the high court of errors and appeals (1783-89). U.S. Congressman (1789-91).
Son of Nicholas and Ann (Knipers) Wynkoop of Pennsylvania. Married (1) Susanna Wanshaer (1761); seven children. Married (2) Maria Cummings. Married (3) Sarah Newkirk; one daughter.
