Represented Anne Arundel County for many years and was president of the Maryland Convention of 1775.

Distant cousin of the more famous Charles Carroll of Carrollton.

Educated at Eton and at Clare College, Cambridge. Called to the bar from the Middle Temple. Returned to Maryland in 1746.
