High sheriff (1739-42). Justice of the peace (1743-49). Represented Queen Anne’s County in Maryland Assembly (1746-50, 1754-71); speaker (1770-71). Member of anti- proprietary party. Member of the Stamp Act Congress (1765).
Son of Richard and Anna Maria (Lloyd) Tilghman. Brother of Matthew Tilghman. Married (1) Anna Maria Turbutt (c. 1738). Married (2) Elizabeth Chew (1749). Married (3) Juliana Carroll (1759). Nine children.
