Served America as a commercial agent in Bordeaux during the war. Known to Franklin as early as 1773, he testified before Congress about affairs in Canada (1776) before settling in France. There he worked to secure supplies for the American cause during the war.

His voluminous correspondence with Franklin largely concerned payment and credit difficulties. In addition, he provided information about ports and the status of American prisoners.
