Early in the American Revolution, Biddle went to France to purchase gunpowder at the request of Congress.

Became vice president of the Pennsylvania Supreme Executive Council (1785). Most of his correspondence with Franklin concerned the business he conducted in that capacity.

Native of Philadelphia. Married Hannah Shepard in 1778; had issue.
