Passy July 11. 1781.

His Excellency Benjamin Franklin Esq. having directed the Money which was sent by M. Necker to Amsterdam for the purpose of being embarked there on Acct of the United States, to be stopped and to be applied otherwise in Europe, in Compliance with his positive Instructions signified to me by Letter, and communicated by him to Congress, I withdraw Mr. Neckers Order to Messrs.      &Co.
