I received, a few days ago, an Account Stated by the Comptroller General, and said to be approved by the Honorable the Supreme Executive Council. In Justice to my family as well as to my reputation, I am under the Necessity of Appealing from this Settlement to the Supreme Court, and have entered into recognizance before the Chief Justice for that purpose, which will appear by the enclosed Certificate. If the Honorable the Council will be pleased to allow this appeal and grant me a Certificate thereof, it will oblige sir Your Excellencies Most Obedient and very Honorable Servant
