Sir

Professing my self a Friend to the United States of America—although unacquainted and without Introduction, I take the liberty from the Nature of the Cause to address you on this occasion, as the Patron of these People on this Continent, and to trouble you with the relation of a circumstance and Second the request of Capn Samuel Davison of the Cutter Phoenix from the House of Messrs: Henry and Thomas Brown of Portsmouth in Virginia touching the procuring of a Commission. The Want of this Act, together with that of some other necessarys, has prevented him from bringing in a Prize of 8            value, bound from New York for London which otherways was intirely in his power—about £3000 worth of Indigo was the only part of the Cargo He could receive on board of his own Vessel, and the only booty of this prize that was taken. This      disaffected person on board the Phoenix upon his arrival at Marstrand reported to our Consul here, who this morning petitioned the Governor of the Province, praying the Indigo might not only be restored but that the Ship and Cargo should be sequesterd for an Act of Piracy. I am yet unacquainted with the result of the matter but conclude the Measures he adopts will be moderate and deliberate, however by Commission or without it, I shall endeavour to defend Mr. Davisons cause to the utmost in my power, wishing nevertheless he had been in possession of a Commission to prevent any Shadow of claim or ground for dispute in these troublesome times. Indeed the want of a Commission was not only chagrining in the present case, but it may be prejudicial to him here after in various points of Ciew, As I have it in charge to supply him with more Men Guns and Amunition on Account of the ~y2 Swarms of paltry Privateers from New York that infest the American Coasts. Capn. Davison informs me that under the Burgomasters of Marstrands cover he did himself the honour to write you last post, and promises to do the same to day under Mine, Which [if] it comes in Time will go instead also one for his Owners which I beg leave to ask your case to forward with the first of your own dispatches for the Continent, and coming from a Stranger I have left it open. The Contents although but a summary enumeration of a few articles then Sweden can with advantage furnish to America may nevertheless be of service to those who have no Idea of what this Country can afford.

These things promised I shall beg leave to return to the object and intention of My Letter—Namely—that when I get the Phoenix fitted out according to orders and being a remarkably fast sailing Vessel, do in my opinion esteem Her Commander worthy of a Commission that He may be enabled to render his Countrys cause all the Service in his power and in expectation that you will be pleased to honour his Zeal and Fidelity in a Compliance with his request He will wait your reply before He departs from hence.
