Sir

I have the pleasure to inform your Excellency that since my last, seven States have assembled, but as your State is still unrepresented in Congress I have it in command to request that your Excellency will be pleased in the most effectual way to urge the immediate attendance of your Delegates as business of the greatest importance is neglected through their non attendance. With the greatest respect &c.

The above is a Copy of my last. I have now the honor to transmit to your Excellency herewith enclosed an Act of the 12th. touching those Officers who may be entitled to Pensions; And an Ordinance passed yesterday for the government of the territory of the United States North West of the River Ohio. With the greatest respect I have the honor to be Your Excellency’s Most Obedient and Most humble servant
