The packet Sailing in the Morning engages my transmitting you the Progress of Revolution.

The National Assembly have got thro the Bill of Rights.

The Constitution is at present under deliberation, the few following Articles are debating

1º.L’Assemblé Nationale sera-t-elle permanente ou Non
2Yaura il une Seule ou deux Chambres
3La sanction Royale Aura-t-elle lieu ou Non
4Sera-t-elle Suspensive ou pure et Simple

I transmit you the Opinion of a Member of the Assembly which I am satisfied will give you pleasure.

Our Crops will fall very short of our demands. Great Supplies must be brought us from Abroad. Was America in a Situation to Export the Wheat this year on her own Account so that the proceeds in Europe could be placed to her Credit independant of the great Crop you have the Capital would be nearly doubled by the encrease in the Sales. This would place America in a very independant State by discharging the great debt stil due to England by the private Merchants, in lieu of which England more Vigilant transacts the buissness on her own account pays to America the prime Cost of the Grain and reaps all the advantages of freight and profit paid by the encrease of the price.
